　View Summary

個人情報保護法の改正は、法施行から10 年を経て個人情報の取扱環境が大きく変化したことを踏まえたものである。行政におけるマイナンバーの導入やオープンデータの推進、民間企業のビッグデータ活用の進展などにより、個人のプライバシーの権利保障への課題は増加の一途をたどっている。三条機関として新たに個人情報保護委員会が設置されることにより、個人の権利利益保護及び法執行体制に関し大きな転換期を迎える個人情報保護制度について考察する。

2013年のOECDガイドライン改正、2014年のEU一般データ保護規則案制定に向けた動向、2014年4月28日にはAPEC越境プライバシールールシステムへの日本の参加承認と、2013年から今年にかけて、個人情報保護制度はめまぐるしく変化を遂げている。
我が国の個人情報保護制度の見直しに向けて、2014年6月末までに大綱がとりまとめられる予定になっている現時点で、次へのステップに踏み出すにあたって確認をしておかなければならない事項について報告する。
