  • Expatriate justice and host country nationals' work outcomes: Does host country nationals' language proficiency matter?

    In this paper, we apply uncertainty management theory (UMT) to hypothesize that host country national (HCN) employees in foreign subsidiaries use the information of expatriates' procedural and distributive justice in their performance evaluations to reduce uncertainty about whether they trust these expatriates, which subsequently influence HCNs' job satisfaction and turnover intention. We also integrate UMT with research on language in MNCs to hypothesize that the level of HCN's English proficiency creates the context in which the aforementioned relationships are stronger when HCNs' English proficiency is high. Data collected from 501 HCNs in foreign subsidiaries in Japan provided support for these hypotheses. This study contributes to research on international management by focusing on HCNs' fairness perceptions, uncertainty, and English language proficiency in performance evaluations conducted by expatriates in foreign subsidiaries.

    In this study, we examine the roles of the host country nationals (HCNs)' identification with the MNE and perceptions of subsidiary's career development support as key factors in explaining the HCNs' decisions to provide help to expatriates. Using data collected in four countries (Australia, China, India, and Singapore), we show that HCNs' identification with the MNE and subsidiary's career development support are positively related to their extra-role helping behavior toward the expatriates. Further, the positive relationship between MNE identification and extra-role helping behavior becomes stronger when HCNs perceive that their career development is well supported by the subsidiary. We also provide post-hoc analyses to explore the potential differences of the four host countries in these relations.

Given the sensitive nature of communicating talent status in an ‘exclusive’ talent management system and the complexity involved in simultaneously sending signals of exclusivity and inclusivity, some organisations avoid open communication and instead opt for ‘strategic ambiguity’–intentionally maintaining an element of secrecy and information asymmetry. However, we know relatively little about the effects of this communication approach as a feature of the organisational context on the reactions of employees. Drawing on signalling theory, we examine the reactions of both talents and ‘B’ players on finding out about their talent status in the context of a company that adopts strategic ambiguity in its communication about talent. The data consists of 24 in-depth, qualitative interviews with individuals with experience of TM in a Finnish subsidiary of a large, US-based multinational corporation. The findings reveal that the contextual effects of strategic ambiguity in talent communication affected the reactions of talents and ‘B’ players in distinctly different ways, but had few long-term positive effects on the attitudes and behaviours of either group. These findings present important theoretical and practical implications for the role of communication and organisational context in employee reactions to talent pool inclusion and for talent management more generally.

    サービス産業では、顧客志向型組織への組織変革が重視される。本研究は、こうした組織変革を、企業が、顧客ニーズを理解し、サービスをカスタム化する組織ルーティンを構築、共有、変革することを、組織次元を相互連関させながら展開することと考え、その統合的な分析枠組みの構築を検討する。そのため、①内外の組織の顧客志向性に関する先行研究を渉猟し、変革の促進・阻害要因の整理と組織全体の変革の統合的分析枠組を検討する。②日本の優秀サービス企業の60程度の複数事例を分析し、その枠組の有効性を考える。③さらに、日本的特性や産業特性の比較検討を行いながら、変革とその学習を促進する人的資源管理政策も検討する。
    今年度は、分析枠組に関する先行研究批判、サービス産業の代表的事例分析、そして人的資源管理施策の影響の予備分析を行った。まず、マーケティング管理論における海外の研究動向の分析を見ると、米国ボストン・カレッジのC.レモンの先行研究批判などによると、顧客経験向上を主要概念にしながら、顧客志向的に経営できる内部組織能力の高度化に高い研究関心が示されていた。特に、顧客志向的な組織文化、部門間協働、サプライ・チェーンの構築などに関心が高まっていた。山尾も人的資源管理論における先行研究に関して、従業員の創造性向上など国際的文献サーベイを実施し、関口は、組織行動論において、複雑適応系のNKモデルに関する文献調査を行い、サービス産業における顧客との価値共創の理解への適応可能性を検討した。第二に、三越伊勢丹HD,損保ジャパン、ローソン、エクスペディアなど12社の事例研究を行い、8社の事例分析を京都大学経営管理大学院ビジネスケースとして作成した。こうした検討でも顧客経験を高めるようなビジネスモデルの改革がされる傾向が見られた。また、中本は、知財管理に関わるプロフェッショナル・サービスに焦点を当てながらサービス産業を対象として、国境を越えない国際化、つまり内的国際化(内なる国際化)を取り上げて定量分析を進めた。第三に、ホスピタリティ産業や薬局産業を中心に、顧客志向的な行動を活性化する人的資源管理の取り組みと効果についての検討を行った。テーラーは顧客志向組織を人的資源の側面より外観するため、宿泊業界の人材マネジメントの現状をまとめるべく文献をまとめ、ホテル業の実態調査を行った。本間も、顧客志向性の観点から、人的資源管理施策の影響も見ながら看護師および薬剤師の組織及び職業に対する関わり方を測定するアンケート調査を行った。次年度にグループ内で検討する。原忠之教授や鈴木智子准教授にも関連した講演を頂いた。
    2020年1月からのコロナ肺炎関連の自粛のために、研究会等の開催が自粛となり、その影響がある。
    今年度の先行研究批判、予備調査の成果を検討しながら、翌年度は複数事例分析や必要な数量調査、その解析を実施する予定である。また、コロナ肺炎対策の影響については、オンライン会議などの手段で対応したいと思うが、研究の進展に影響があることは否めない。

    2019年度は、(1)レビュー論文の作成を継続する、(2)国際学会やワークショップへの参加により本研究全般に関するフィードバックを各方面から得る、(3)アンケート調査を実施する、という3つを実施予定であった。
    (1)2018年度に開始したレビュー論文の作成は、当初、社会同一性理論(social identity theory)を国際人的資源管理論に適用した研究に絞ってレビュー作業を行っていたが、グローバル企業の組織アイデンティティ(組織同一視)に関する先行研究を網羅的にレビューするという方向に拡大転換することにしたため、膨大な量の先行研究論文が見つかり作業が遅れている。2020年度も継続して取り組む予定である。
    (2)2019年8月にボストンで行われるAcademy of Management (AOM) 2019 Annual Meetingsに予定通り参加し、この学会のペーパーセッションで本研究の関連論文を報告した。学会期間中は数々のワークショップに参加し、最新の研究動向について情報収集を行った。また、共同研究者との会合を持ち研究の進捗状況について確認し合い、論文の方向性について議論した。なお、学会開催地ボストンへの渡航の前にトロントのヨーク大学に立ち寄り、アヌープ・マドック教授と面会し、学術誌に投稿中の論文についての助言を仰いだ。
    (3)2020年2月末にアンケート調査を実施した。日本企業の役員レベルにおいて多様化(特にジェンダー・ダイバーシティ)が進んでいないことから、上場企業に勤務する女性役職者を対象とした。分析を始めたばかりだが、興味深い結果が得られるものと期待している。
    「研究実績の概要」で触れたように、2019年度の研究活動として計画されていた研究活動の3点のうち、計画通りに進められたものと2020年度も継続する予定のものがある。しかしながら、現時点で本プロジェクトに関連する論文が、国際学術誌で査読中または掲載された。したがって、全体として見れば、研究はおおむね順調に進んでいると評価する。以下、各項目ごとに記述する。
    (1)レビュー論文は、カバーする先行研究の対象を広げることとしたため作業は遅れている。しかし、レビュー論文は新たに出版される論文にも目を向けつつ、過去の膨大な量の論文も精査していかなければならないため、そもそも作業量が多い。よりインパクトの大きな研究のためには仕方ない部分もあり、継続していくことに意味があると考えている。
    (2)国際学会での報告ついては、予定通りである。2019年のAOM学会で報告した論文(国内共同研究)は、Journal of International Managementから「修正して再投稿(revise & resubmit)」の評価を得ており、再投稿のために現在改訂中である。また、別の論文(シンガポール、カナダ、オーストラリアとの国際共同研究)は、同じ学術雑誌で2回目のrevise & resubmitの段階まで来ている。おそらく次は受理(accept)となるものと思う。以上から、国際学会での報告と共同研究は、順調な進捗である。
    (3)年度末に予定していたアンケート調査を実施したため、この目的は順調に達成・進捗した。今後は得られたデータをもとに分析を進め、2021年度に国際学会で報告し、国際学術誌への投稿を目指す。
    2020年度は、前年度の課題を一部継続し、かつ、新たなアンケート調査を実施する。具体的には下記3つが主な実施計画である。
    (1)2018年度に開始したレビュー論文作成は、膨大な量の先行研究論文が見つかったために作業が遅れており、今年度も継続する。2021年度の国際学会で報告ができるよう、1年間かけて準備したい。
    (2)新型コロナウィルスのために開催が危ぶまれているが、もし開催されれば2020年8月に予定されているAcademy of Management (AOM) 2020 Annual Meetings(開催地はバンクーバー)に参加し、ワークショップやペーパーセッションに出て最新の研究動向を追跡し、情報収集と情報交換を行う。
    (3)2019年度後半に実施したアンケート調査のデータ分析を行う。また、このアンケートに先立ち実施したインタビュー調査のデータ分析も継続的に行う。
    (4)2019年度の調査の対象者は上場企業の女性管理職に限定した比較的小規模のものだったので、今年は対象を広げ、できれば外資系企業と日本企業の従業員から回答を得るべく、もう少し大掛かりな調査を実施する予定である。
