    This study is the first to comprehensively investigate international trade at the firm-level using Japan's customs data for the 2014–2020 period. We first decompose international trade into the intensive and extensive margins and show that the intensive margin accounts for around 30% and 40% of the variation in partner country-specific exports and imports, respectively. We next find a substantial concentration of trading firms: in 2017, the top 10% of exporters accounted for 96.6% of all exports, while the top 10% of importers were responsible for 94.6% of all imports. Finally, we match the customs data with other firm-level datasets and estimate the performance premia of exporting firms. Our findings indicate that exporting manufacturing firms outperform non-exporting manufacturing firms in all aspects we consider: sales, value added, the number of employees, the capital-labor ratio, productivity, and wages. Interestingly, the exporter premia of manufacturing firms for value added, labor productivity, and total factor productivity decreased between 2014 and 2016 and then increased until 2019, whereas the exporter premium for the average wage steadily increased.

    本研究では、漁業に着目して、以下の3点を中心に分析する。
    （１）自然要因と社会経済要因に分けて漁業者の意思決定やコミュニティの組織構造を説明する。
    （２）東日本大震災による被害データを用いて、漁業者コミュニティの崩壊が、漁業地区単位での漁業構造にもたらした変化を明らかにする。
    （３）資本ストックの喪失や漁業者コミュニティの崩壊の前後で、漁業者の意思決定やコミュニティ・レベルでの漁業構造変化に影響を与える要因、およびその寄与の大きさが変化したかどうかを推定する。
    2023年度は以下の二点について、分析を進めた。
    一点目は、漁業者単位、そして漁業地区単位での生産性の分析である。2003年、2008年、2013年、2018年の漁業センサスの海面漁業調査の調査票情報を用いて、日本海沿岸、北海道、岩手県、青森県といった地域毎に、各漁業者の生産性を測定し、その分布の導出を行った。生産性の計算には、データ包絡分析法と生産関数の推計の二つの方法を用いた。また、漁業者の投入としては、漁船のトン数と操業日数、海上作業従事者数、養殖施設の有無などを、産出としては漁獲額を、それぞれ用いた。その結果、漁業者の生産性は個人経営体よりも団体経営体（共同経営や会社など）の方が有意に高いことがわかった。ただ、時系列的な生産性分布の変化や、それを生じさせる外的要因（東日本大震災やホタテの輸出増加など）の影響の度合いについては、有意な結果を得られなかった。さらに、各漁業者を、全国で2200弱存在する漁業地区毎に集計して、漁業地区単位での生産性も分析したが、やはり漁業地区単位での生産性の分布の変化とその要因については、有意な関係は得られなかった。
    二点目は、漁業センサスの魚市場調査の調査票情報を用いて、東日本大震災が各魚市場での取引に与える影響を分析した。暫定的な結果としては、東北三県の魚市場での取引トン数や買受人の数について、東日本大震災負の影響が観察されるものの、結果の解釈や背後のメカニズムについては、引き続き分析を行う予定である。
    研究の進捗が遅れていることの主な理由は、漁業経営体の生産性の推計の困難さと、因果関係の特定の困難さの二つである。
    漁業経営体の生産性の推計については、以下の困難さがあった。まず、船外機付漁船の出漁日数や陸上作業者の作業日数がないなど、推計に必要な情報が不足していた。また、魚種、漁法、養殖施設が多様で、それを単一の指標にまとめることが難しかった。気象や魚の資源量など、漁獲高に影響を及ぼす外生変数も、十分にコントロールできなかった。加えて、個人経営体の漁業従事者の一部は団体経営体の共同作業にも参画しているので、相互の関連も考慮する必要があった。
    因果関係の特定の困難さについては、漁業センサスが５年ごとに実施される調査であること、養殖であれば稚魚・稚貝から成魚・成貝まで数年かかるため生産者は生産量を価格変化に応じて柔軟に変えることをしないこと、漁業センサスで漁業経営者を時系列でたどることができないことなどがその要因であった。
    本研究の目的である「漁業者のネットワークや慣習の喪失が逆に組織・コミュニティのレジリエンスを強めたかどうか」、「気象などの自然要因の影響によってそのレジリエンスが変化したか」ということを、漁業地区の生産性と、漁業地区の構成員（漁業者）の生産性の分布との関係、および関係の変化を抽出することによって明らかにしていく。2024年度は、その他の漁業地区データと合わせて分析を行っていく予定である。また、東日本大震災が魚市場に与える影響の分析では、漁業地区ごとの人口の年齢構成や他セクターでの就業可能性等の地区の特性が、外的ショックを緩和・利用する際の重要な手がかりであることが予想されるため、今後は現在の分析をさらに深化させ、地域間の違いをさらに考慮することを考えている。

    日本では、グローバルトップ企業を目指した海外展開促進と、その果実の地域・中小企業への波及に向けた取り組みが行われてきた。昨今では、ICTの普及・進化により、従来の正社員とは異なる働き方や地域発のイノベーションが目指されている。本研究は、大企業や都市部での雇用が、中小企業や地方の雇用創出に過程を含めどのように波及しているのか、その要因は何かを分析する。従来の数量のみに着目した研究ではなく、雇用の質をも考慮する。これまでのマクロモデルによるシミュレーションと個別政策の評価の間を埋め、定量的に波及効果・過程を明らかにする。

  • 日本企業の国際取引が雇用・賃金に及ぼす影響：企業・労働者接合データによる分析

    本研究課題のうち、平成30年度は、日本の対外貿易が国内製造業の雇用に与える影響を分析した。具体的には、「事業所・企業統計調査」と「経済センサス」のデータから1996年から2016年までの事業所レベルの雇用のパネルデータを構築し、それを用いて日本のアジアからの輸入と世界への輸出が雇用の創出や消失にどの程度影響を与えたかを推計した。本研究の新しい試みの一つとして、Amiti and Weinstein (2018, Journal of Political Economy) の方法を援用して、雇用の変化を産業ショック（産業固有の要因）と地域ショック（地域固有の要因）に分解したことがある。
    主な分析結果は以下のとおりである。①貿易は産業ショックを通じて製造業の雇用を変化させる。地域ショックを通じた影響は統計的に有意ではない。②アジアからの輸入は、大規模事業所（雇用者数が100人以上）での雇用の消失の拡大や閉鎖する大規模事業所の増加を通じて、雇用を減少させる。③世界への輸出は、中・小規模事業所（雇用者数が100人未満）での雇用の消失の減少や閉鎖する中・小規模事業所の減少を通じて、雇用を拡大させる。④分析期間中の雇用の総変化（創出された雇用と消失した雇用の合計）のうち、貿易によるものは約4%と推計される。
    4つの主要な分析結果の意義は、以下のとおりである。①雇用変化に地域ショックも含めている先行研究では、貿易の雇用への影響が過大に推計されている恐れがある。②大規模事業所は輸入ショックにより柔軟に対応する。③輸出は主に大規模事業所によって行われるが、中・小規模事業所もその間接効果を享受している。輸出の拡大によって中小事業所の雇用減少が抑えられる。④雇用のダイナミズムにおける貿易の影響は限定的である。
    平成30年度は、本研究課題の研究計画の中で重要なプロジェクトである貿易の雇用への影響について、分析をまとめることができた。研究計画調書では主に企業・労働者接合データを用いた分析を提示していたが、貿易の雇用への影響については、事業所パネルデータの方がよりふさわしいことがわかり、平成30年度はこのデータも構築した。
    本研究課題の研究計画で挙げたプロジェクトのうち、平成31年度は、ある企業の国際取引の拡大がその企業の国内取引相手の雇用や賃金に与える影響の分析に取り組む。また、本研究課題に沿って行ってきたこれまでの研究成果がまだ英文学術雑誌に掲載されていないので、雑誌への投稿や論文改訂を積極的に行い、研究成果を早急に学術雑誌で公開できるよう努力する。
