1975年東京都生まれ。慶應義塾大学商学部在学中、上海に語学留学。慶應義塾大学大学院修士課程修了後、ソウル大学大学院博士課程留学。在中国日本国大使館専門調査員、外務省第3国際情報官室専門分析員、警察大学校専門講師、ジョージワシントン大学客員研究員、ウッドロー・ウィルソンセンター客員研究員などを歴任。
著書に『北朝鮮と観光』（毎日新聞出版、2019年）、『北朝鮮を解剖する』（編著、慶應義塾大学出版会、2024年）、『最新版 北朝鮮入門』（澤田克己との共著、東洋経済新報社、2024年）など。時事ドットコム「コリア・ウオッチング」、新潮社フォーサイト「Weekly北朝鮮『労働新聞』」連載中。
