宇宙活動の形態が多様化するに従い、国家の専属責任、打上げ国の地上損害に対する無過失責任という原則だけでは対処しきれなくなっている。１つの打上げに対して複数生じる「打上げ国」の中でどの国が賠償責任を負うべきかを検討し、ガイドラインの策定や各国の国内法の整備により、段階別打上げ国概念を採用することを提言した。

米国の衛星製造企業の中国に対する事故調査情報漏洩疑惑に端を発して、米中貿易協定は停止され、また米国の衛星輸出管理体制は大きく変化した。民間の衛星が商業目的で外国領域から打ち上げられることが増えている現状に鑑み、二国間協定から多国間協定に移行させ、宇宙貿易体制を安定化させることをめざすべきであるとし、その方策を検討した。
