  • The labour market incorporation of Brazilian immigrants in Japan: Institutional arrangements and their labour market outcomes

    This study argues that the way in which Brazilian immigrants are incorporated into the labour market is linked to the context of their reception in Japan. Although previous studies have documented this relationship in North America and Europe, little is known about the socioeconomic circumstances and the institutional settings in several Asian countries that currently accept a large number of immigrants. The results from this study indicate that the human and social capital of Brazilian immigrants has played only a minor role in improving their economic well-being. The more stringent regulations of the Japanese labour market have hindered the efforts of Brazilian immigrants to obtain access to 'good' jobs, regardless of the individual immigrant's degree of human and social capital. The most effective way for Brazilian immigrants to upgrade their earnings is to find a job with overtime work and long working hours. Social capital partly helps these immigrants find this type of job. The findings of this study also reflect a lack of public debate over and institutional support for the integration of immigrants into the larger Japanese society. © 2013 by Nova Science Publishers, Inc.     Using 2010 Japanese census data, we critically interrogate the idea of integration through marriage in Japan. Intermarriage has been seen as a result of integration but the patterns of intermarriage and integration might depend on existing intersecting power structures in the receiving society. We explore assortative mating patterns in bi-national marriages in order to understand how citizenship status, race, gender, and educational level intersect and affect the patterns of intermarriage in Japan. We argue how ‘integration’ through bi-national marriage only perpetuates the structural hierarchy that premiers and maintain the status of the (male) native Japanese majority over Asian immigrants.

    This study explores functions of labor market institutions in perpetuating earnings gap between different categories of workers with focusing on people’s views of earnings gap between regular and non-regular workers in Japan, South Korea, and the United States. An original cross-national factorial survey was conducted to measure the extent to which respondents admit earnings gap among workers with different characteristics. We found that Japanese and South Korean respondents tended to justify the earnings gap between regular and non-regular workers. In Japan, non-regular-worker respondents accepted the wide earnings gap against their economic interests, which was explained by assumed difference in responsibilities and on-the-job training opportunities. Specific institutional arrangements contribute to legitimating earnings gap between different categories of workers by attaching status value to the categories.

    This article assesses the impact of household composition and intermarriage on foreign-born women's labor force participation in Japan, Sweden, and the United States. Whereas previous literature on immigrant integration and intermarriage has treated social integration and labor force participation as tightly interlinked phenomena, we use new and previously unavailable data on Japan and the literature on institutional gender inequality to show that, in some cases, social integration through intermarriage might actually result in lower labor force participation for foreign-born women. We argue that the degree of institutional support for immigrants and families directly affects foreign-born women's labor force participation in the anticipated direction for each country. We argue that these cross-national differences are largely an outcome of differences in the degree of institutional support for working women and families within the host society and help clarify instances where social integration might have negative implications for labor force participation. These findings highlight the importance of accounting for both gender and social context when assessing the role intermarriage plays in receiving country immigrant integration.

    新型コロナパンデミックは、子供の教育格差研究に対し、取り組むべき課題と研究手法との双方に、変革の必要性を迫っている。社会のオンライン化に伴い、家庭環境が子供に与える影響が強まることが懸念されている。また、教育格差拡大を防ぐために、世界各国で、新たな政策的対応の必要性が議論されている。そこで、本研究では、全国の子供を対象とし、オンラインにより、ポストコロナの新たな課題に対応した調査や実験による研究手法を考案する。それらを通じ、コロナ禍が子供の学力や日常生活に及ぼした影響を厳密に分析し、国際比較も行うことで、コロナ後の研究と政策のあり方を提示する。
    交付申請段階では、以下の5項目の計画を示していた。
    1.調査対象コホートの設計:本研究では、一般コホート、活動記録コホート、介入コホート、経済実験コホートの4サンプルを用意するが、計画通り、年度内に、サンプリングでカバーすべき子どもの年齢(学年)幅と、各コホートへの割り当てを決定した。
    2.全国を対象としたベースラインサンプル抽出:1.での設計に基づき、調査会社を通じて対象自治体の住民台帳から小中学生の子供をもつ世帯を抽出し、調査依頼を行い、全国の子供の大規模なランダムサンプル(ベースラインサンプル)を構築することとしていたが、前例のない調査であることから、調査会社と相談の上、計画を変更し、小サンプルによる1次調査依頼の実施を完了した。大規模サンプルを対象とした2次調査依頼は、令和4年度4月より実施することとした。
    3.ベースライン調査とウェブアンケートシステムの設計:2.で抽出された対象者に実施するベースライン調査の設計チームを編成し、調査の設計を計画通り進めている。また、調査手法については、既存のウェブシステムを改良の上、2回目の調査から活用する方向で計画の微調整を行った。
    4.調査対象者登録システム(マイページ)の構築:調査対象者とのコミュニケーションのベースとなる登録システム(マイページ)を、過去に作成した同様のシステムをそのまま活用する方向で決定した。
    5.個別課題に利用する国の統計調査の利用申請:当初、利用を申請した国の統計調査の内、全国学力・学習状況調査、児童生徒の問題行動等生徒指導上の諸問題に関する調査、学校等の教育の情報化実態調査、国民生活基礎調査を申請・取得し、分析への利用を開始した。
    本年度の当初計画では、本研究計画に必要な、大規模な子供のサンプルを構築するために、自治体への住民台帳閲覧と抽出された対象者への調査依頼を、本年度内にすべて終了することとしていた。しかしながら、10月頃の調査委託先との打ち合わせの中で、今回の調査依頼は前例のないタイプの調査であることから、小サンプルでの調査依頼(1次依頼)を試験的に先行させ、自治体側の反応を確認し、そこで生じた課題を解決しつつ、当初計画していたサンプルサイズの調査依頼(2次依頼)を行うことに計画を変更した。
    計画変更は行いつつも、年度内での調査依頼完了を予定していたが、1次依頼での契約手続きと自治体の住民台帳閲覧の承認(調査研究内容に関する自治体からの問い合わせへの対応を含む)に予想以上の時間がかかり、同時にコロナオミクロン株の急速な蔓延による自治体側の事務の停滞もあり、1月時点で、計画よりも2ヶ月の遅れとなることが明らかになった。そのタイミングで2次調査依頼を開始しても、年度内に契約を完了することは不可能であること、年度の切れ目で委託契約を事務的に分割することは、依頼先の自治体への説明の観点から不可能との判断から、現実的対応として、年度明け4月早々に調査委託先と2次調査の契約を行い、残りの自治体への調査依頼を開始することに計画を変更した。
    2次依頼の契約金額は初年度の予算規模の大半を占めているため、かなりの金額が未執行となった。しかし、金額面で想像されるほどの研究計画の遅れはなく、令和4年4月時点で3ヶ月程度の遅れである考えている。2次調査は、令和4年度直接経費を利用して実施しており、令和4年度の研究計画の一部は調整金での交付を待って実施することで、研究の遅延は、令和4年度後半には問題なく解決できると考えている。
    また、計画に記載していた国の統計調査データで、年度内に取得できなかったデータがある。
    進捗状況で記載したとおり、契約金額の大きい調査の2次依頼が、年度を挟むタイミングを避けるために翌年度の実施となったが、研究計画自体に大幅な遅れはなく、令和4年度半ばまでに計画通りの進捗に戻すために、全力を尽す予定である。
    現時点での他の計画変更として、当初、ウェブサーベイシステムの利用を想定していた1回目の調査は、伝統的な紙調査票を使う方向で微修正している。しかしながら、紙調査票の読み取りに、最先端のOCR技術の適用を想定している点で本研究プロジェクトの趣旨に変更はない。今後も、正確で効率的な調査の実施のために必要な程度において、先端技術を適切に利用していく方針である。

    世の中に存在する様々な格差の内には,人々に強く意識され,批判の対象となるものもあれば,あまり意識されず,不利益を被っている人々にさえ受容されてしまっているものもある.本研究プロジェクトでは,このような格差の受容(あるいは非受容)やその「正当化」が,それぞれの社会の制度的条件の下で,どのように,そしてなぜ生じているのかを,独自に実施する実験的な社会調査データの分析等を通じ,社会学および国際比較の視点を最大限に活かしつつ解明していく.
    本研究は、就業者間に存在する報酬格差のうち、どのような格差がどの程度「妥当な格差」として正当化され、人々に受容されているのか、またそのような格差の正当化や受容が、各社会の雇用・教育・生活保障システムの下で形成される想定や社会規範等によってどのように説明されるのかを、独自に実施する国際比較社会調査のデータと既存の調査データの分析等を通じて検討し、これにより、日本社会における報酬格差の維持・再生産メカニズムを社会学の視角から説明しようとするものである。
    全研究期間の2年目となる2021年度、本研究プロジェクトの柱となる「独自の国際比較調査の実施とそのデータ分析」に関しては、前年度に実施した2度の国内予備調査(ウェブ調査)のデータ分析を進め、これにより、各就業者の推定所得と適正所得のかい離がどの程度存在し、その規定要因が何であるのか、また各職業従事者の適正所得は就業者の性別や回答者の性別役割意識とどのように結びついているのか、等の分析を実施し、これらの成果の学会報告を行った。さらに、2022年度に行う本調査のための調査票開発と翻訳を進め、ドイツにおいて予備調査(ウェブ調査)を実施した。
    このほか関連分野の研究者を招へいしたオンライン研究会などを適宜行い、分析課題のさらなる精緻化をはかった。さらに本年度には、学歴・技能と報酬・地位の関係に関する時系列比較・国際比較のための研究会を別途立ち上げ、既存の社会調査データの分析を通じた考察を行った。また、これらの成果を適宜書籍・論文などの形で公表した。
    コロナ禍のため海外渡航や調査員訪問調査が難しくなったことにより、国際比較調査の実施を主要な柱とする本研究プロジェクトの計画遂行には大きな困難が生じているものの、研究計画をコロナ禍の状況においても遂行可能なものへと組み立て直すことによって、結果的には当初の計画と同等の成果を得ることができている。
    まず2022年度に実施予定の国際比較調査は、基本的にはすべてウェブ調査の形式で行うことを決定し、そのために必要な準備を着実に進めた。具体的には、ドイツにおいて予備調査を実施し、その過程で調査会社と多くの意見交換を経ることで、国際比較ウェブ調査の実施に際して生じ得る問題の洗い出しと解決策の検討を行った。さらに日本国内において確率的な標本抽出に基づくウェブ調査を実施するための方策の検討を行った。
    またオンライン会議を定期的に行うことで、当初の計画よりも頻繁に研究会を開催することができた。具体的には、関連分野の研究者を招聘しての講演会や、テーマ別の研究会などを積極的に実施しており、これにより本研究課題を遂行していく上で、学歴・技能の問題に着目することの重要性と必要性を再確認し、その方向での研究発展の可能性を見出し得たことなど、実質的な研究面での成果も多く得られている。また研究成果に基づく論文執筆なども順調に進んでおり、国際誌への投稿と改稿なども行っている。
    今後の研究の最も重要な課題は、本研究プロジェクトの柱となる国際比較調査を予定通り2022年度に成功裏に実施することである。このためにまず、2021年度のドイツ調査に引き続き、スウェーデンにおいて予備調査を行い、そのデータ分析を行うことで、国際比較調査の実施可能性についてさらなる検討を進める。同時に、これまでの議論の結果をふまえつつ、国際比較調査の調査票の検討を進め、なるべく早い時期に調査票を完成に至らせる。また調査会社や関連する分野の研究者と適宜意見交換を行い、また必要に応じて複数回の予備調査を行うなどして、本調査を成功的に実施するための準備を重ねていく。また日本国内においては、確率的な標本抽出を経たウェブ調査(あるいは一部郵送調査)を同時に実施することで、調査会社モニターに基づく国際比較ウェブ調査データとの比較の道を開いていく。さらに調査データが得られ次第、クリーニング作業に着手し、その後分析を進めていく。
    またこれらの作業と並行して、既存の調査データやこれまでに行った予備調査データの分析も積極的に進めていく。今後は特に「学歴・技能に基づく報酬格差」と「性別による報酬格差」に焦点を当て、それらの格差の実態・メカニズムと正当化の可能性に関して分析を行い、その成果を国内外の学会で報告し、論文等の形で刊行していく。

    This research focused on three important mechanisms by which inequality is formed, such as class, gender, and ethnicity. It also identified how class, gender, and ethnicity relate to each other and what inequalities arise from them in the family and labor market in Japan. The results of this research project was published as a form of discussion papers in the research report. The first part of the report examines inequality over education and labor market, and discusses the situation of people in peripheral positions in Japan, including decomposition of income inequality. In terms of inequality surrounding immigrants, the report examined inequality in educational opportunities for children of immigrants, unemployment and wages among the first generation. We also examined the relationship between immigrant integration and their subjective well-being.
